Electrical Power Development

Introduction

The Directorate of Electrical Power Development is responsible for electrical energy policy formulation and development, planning for power development to ensure quality and affordable energy for national development. It is subdivided into two departments headed Chief Engineer.

Departments under Electrical Power Development Directorate are;-

  1. Power Generation Department
  2. Transmission and Distribution Department

Power Generation Department

This department is in charge of power generation projects and plans.  The Department facilitates and provides support for the development of power generation projects in order to increase the installed power generation capacity. This is done through resource mobilization, monitoring and evaluation of the power generation projects and playing oversight role over the implementing agencies.

Transmission and Distribution Department

The department oversees the expansion and development of the national grid. It facilitates and provides support for the construction of power transmission lines, transmission substations, distribution substations, distribution lines and installation of distribution transformers in order to expand the national grid. This is done through resource mobilization, monitoring and evaluation of the power transmission line projects and oversight role over the implementing agencies.

The transmission and distribution network in the country as of 30th June, 2022 was as shown on the table below:

As of 30th June 2022, we had 5,455 transmission substations, 4,669 distribution substations and 9,170  11/0.415kV and 33/0.415kV distribution transformers.

Functions

Electrical Power Development functions include the following:

(i)  Develop, Implement and Review policies, regulations, strategies, standards and guidelines related to Electrical Power;
(ii) Publish and disseminate policies, strategies, standards and guidelines on Electrical Power;
(iii) Provide advisory on electrical power development to other sectors;
(iv) Oversee National, Regional and Global collaborations on electrical power development;
(v) Coordinate electrical power development research and knowledge management;
(vi) Oversee power supply reliability to ensure improved customer service, protection of consumers and other stakeholder’s interests;
(vii) Oversee Implementation, Monitoring and Evaluation of programmes and projects on electrical power development.
(viii) Liaise with relevant stakeholders in the development, review, consolidation and implementation of Integrated National Energy plans in respect of electrical power development;
(ix) Provide technical and other capacity building support on Electrical Power Development;
(x) Oversee and Coordinate Energy Resource Assessment on major power generation projects;
(xi) Undertake feasibility and pre-investment studies on Electrical Power Projects;
(xii) Coordinate other sector studies on electrical power development;
(xiii) Maintain data on Electrical Power generation and infrastructure;
(xiv) Oversee, appraise and review of feasibility studies, project proposals and environmental impact assessments on Electrical Power development; (Customize for the other Directorates);
(xv) Coordinate mobilization of resources for Electrical Power development programmes/projects;
(xvi) Monitor the adequacy of stocks for electrical power development;
(xvii) Oversee implementation of measures for integration of variable renewable energy sources in the interconnected grid;
(xviii) Liaise with relevant agencies in protection of critical infrastructure for Electrical Power Development;
(xix) Promote and advise on the development of capacity for the manufacture of Electrical Power equipment.
