Central Planning And Project Monitoring Unit (CPPMU)

This is one of the Departments under Administrative Support Services Directorate with the responsibility of providing relevant economic policy guidelines for making prudent and operational decisions for provision of clean, affordable, reliable, secure and sustainable energy services at least cost for accelerated economic growth.

It is headed by Chief Economist who reports to the Principal Secretary and currently that position is held by Timothy Gakuu.

Vision Statement
To be an excellent source of informed advice for the provision of affordable quality energy for all Kenyans

Mission Statement
To provide relevant economic policy guidelines for making prudent and operational decisions for provision of clean, affordable, reliable, secure and sustainable energy services at least cost for accelerated economic growth.

Objectives
The main objective of the CPPMU is to provide informed advice for planning purposes and decision making to meet socio-economic development in the energy sector

Responsibilities
Pursuant to this objective, the main responsibilities are:-
i) Planning, analysis and review of government policies, strategies, programmes and projects and provision of advice to the Principal Secretary
ii) Economic analysis, review and monitoring and evaluation of development programmes and projects including Youth and Women empowerment initiatives (AGPO).
iii) Collection, analysis and storage of statistical data and information on energy and petroleum.
iv) Collaboration in the annual Medium Term Framework (MTEF) budgeting process, budget execution, review, accountability and reporting.
v) Initiation of preparation of Ministerial Annual Performance Contracting negotiation documents, quarterly and annual performance reporting including monitoring and evaluation of the implementation.
vi) Coordinating preparation of Ministerial and Departmental Annual Work Plans for PC implementation

MAJOR ACTIVITIES
1. Performance Contracting
CPPMU is in charge of coordinating the process of performance contracting in the Ministry. The process culminates in the preparation of four (4) quarterly and one (1) annual performance progress reports as per the targets in the Ministry’s performance contract and submitting them to the relevant authorities for evaluation.

2. Monitoring and evaluation of the projects
CPPMU is responsible for undertaking monitoring and evaluation of the Ministry’s projects and programmes and make reports. Among the major Vision 2030 flagship projects are 5000+ MW generation program, school laptop project and last mile connectivity project. Other programmes and projects include electricity generation, electricity transmission and distribution, renewable energy resources development and petroleum exploration, development and distribution.

3. Implementation of the strategic plan
CPPMU monitors the implementation of the strategic plan and prepares Ministry’s full year projects implementation (status) report.
